There are EU funding programmes such as URBACT and Interreg which are specifically for cities. They have priority objectives such as clean mobility or youth unemployment and require a transnational partnership which requires city councils to create an action plan with cities to qualify for funding. This work needs input of experts such as planners, sociologists, architects and economists. Councils do not have this expertise, we are therefore missing out on the funding. DEVELOPMENT AGENCIES.
