Extend the €10 licenses for scooters up to 200 cc as these are also helping reduce cars from our roads. Some people prefer a slightly larger engine as they also carry a pillion. These however should not be exempt from obtaining the proper driving license.
I can only support this idea when we make our roads safe for bikers. Until then, it sounds like a very deadly quick fix.
Why cheap licenses just for scooters? All motorcycles help reduce traffic. I ride a 650 commuter bike, it's safer than a scooter and not much faster and occupies the same space on the road as a scooter.
