In my opinion, residents of localities should have part of their income tax going towards their own local council. It could be as little as 1 or 5%, but this would guarantee that all Local Councils have budgets proportional to their population, and that this money is spent within the locality... leaving no locality behind! The budget can be bigger if more responsibility is given to the local councils.
This is in fact very important to give more autonomy to Local council. Councils cannot be fully dependent only on Government allocation.
